IP geolocation is not simple. There's no single authoritative source that says "this IP is in Germany." Geolocation providers like MaxMind and IP2Location build confidence scores from multiple vectors — latency measurements, traceroute data, reverse DNS hostnames, BGP routing tables, user-submitted corrections, WHOIS records, and increasingly, geofeeds.
